Software Engineer III (Graphics Support, Web Designer)

The Software Engineer III role focuses on graphics support and web design while delivering cybersecurity engineering leadership and lifecycle support for Army CPE IEW&S programs. The position requires a TS/SCI clearance and is based on-site at Aberdeen Proving Ground, MD.

Responsibilities

• Apply Digital Engineering methodologies throughout program development and delivery.
• Assess RMF based cybersecurity packages and utilize eMASS to assemble and present evidence of proper control implementations for the Designated Approving Authority (DAA/AO).
• Provide guidance to Information System Security Officers to ensure Authorization to Operate (ATO), Interim Authorization to Operate (IATO), Interim Authority to Test (IATT), and Approval to Connect (ATC) packages align with CPE standards.
• Offer technical expertise to Program Managers in forming Cybersecurity Strategies (CSSs) in accordance with the Clinger-Cohen Act and DoD Acquisition policy, coordinating with HQDA for Army CIO/G6 approval to support major milestones.
• Collaborate with stakeholders to respond to taskings from HQDA, CPE IEW&S Staff, CECOM Staff, other agencies, and field Warfighters on cybersecurity matters related to CPE IEW&S Tactical and Developmental systems, including waivers and exemptions for PKI and HBSS, and obsolescence actions for older Windows platforms.
• Maintain the Army Portfolio Management Solution (APMS) database to track information assurance accreditation status and oversee portfolio management for FISMA compliance across PM projects.
• Administer on-line repositories for current CPE IEW&S A&A documentation across cybersecurity tools (eMASS, Xacta) and AKO-SIPRNET.
• Provide subject matter expertise in cybersecurity engineering and advise PM staff on RMF implementation and security control requirements.
• Serve as a policy SME for component-level guidance and coordinate policy exceptions at HQ to support tactical equipment and mission needs.
• Identify cybersecurity requirements for systems in acquisition or development to satisfy RMF, CTOs, STIGs, and applicable policies, while analyzing requirements development across CPE IEW&S program offices.
• Lead vulnerability management and A&A activities, assess Plans of Action and Milestones (POA&Ms), evaluate risk to missions, and recommend actions to the Authorizing Official.
• Steer A&A activities within designated timelines, advising program managers and system owners on compliance with FISMA, DoD, and Army standards while maintaining acceptable risk levels.
• Develop cybersecurity education, training materials, mitigation strategies, and awareness programs at the headquarters level.
• Design processes to support the Army's information system lifecycle, including templates and how-to guides for waivers, documentation, and critical system artifacts.
• Act as a technical advisor to staff, stakeholders, and leadership on all aspects of cybersecurity, and oversee product teams to ensure achievement of cybersecurity objectives.
• Plan and execute activities to obtain ATO or appropriate interim authorities, providing technical leadership throughout the process.

Requirements

• Bachelor’s Degree.
• A minimum of five years of related work experience is required.
