Job Description

Westtown, PA (onsite) offers a hands-on graphic design role with the Chester County Planning Commission and County Commissioners. As a Graphic Design Specialist II, you will create clear, branded visuals for print and digital platforms, using desktop publishing and design tools to support planning communications. This position is paid $23 per hour and includes work that spans documents, brochures, posters, maps, presentations, and web page layouts.

Responsibilities

  • Design, layout, and produce materials for digital and print use, including infographics, brochures, charts and diagrams, reports, web images, videos, and PowerPoint presentations.
  • Develop and integrate graphics into reports and other publications with a focus on responsiveness, timeliness, and accuracy.
  • Stay current on visual communications and graphic design trends.
  • Partner with planners to understand needs and priorities for deliverables.
  • Follow applicable visual branding and standards.
  • Perform photo shoots related to planning topics, meetings, and public events.
  • Design web pages for CCPC websites.
  • Manage multiple projects at once while working independently and leading projects as needed.
  • Attend meetings and handle delicate projects when a supervisor is absent.
  • Support administrative tasks such as contacting vendors for project information, following up on vendor questions, and preparing customer copies of maps using a large copy machine.
  • Complete other duties, tasks, and special projects as required.

Requirements

  • Education: Associate’s degree in graphics arts or a related field (or equivalent combination of education and experience).
  • Experience: Three years of graphic design experience.
  • Strong design skills for multiple target audiences.
  • Ability to conceptualize and design based on verbal or abstract client direction.
  • Ability to coordinate with printing services.
  • Photography experience and skills.
  • Basic video editing skills.
  • Ability to work independently or as part of a team to meet objectives.
  • Strong strategic thinking, problem definition, data collection, fact establishment, and conclusion drawing.
  • Color expertise (value, hue, shade).
  • Strong verbal and written communication, including proofreading skills.
  • Customer service and interpersonal strengths.
  • Accurate, detail oriented approach with strong time management and organizational skills.
  • Project management skills.
  • Ability to accept constructive criticism.
  • Adaptability to changing requests and requirements.
  • Working knowledge of professional typesetting functions.
  • Familiarity with industry-standard web design recommendations.
  • Professionalism and ability to handle confidential matters.
  • Flexibility to handle multiple tasks simultaneously, including late requests.
  • Working knowledge of computer hardware.
  • Working knowledge of color printer processing and graphics file processing (scanning/editing).
  • Common sense ability to follow instructions, establish priorities, and resolve recurring problems.

Preferred Skills, Knowledge & Experience

  • Bachelor’s degree in graphic arts or a related field from an accredited college or university.
  • Five to seven years of graphic design experience.
  • Familiarity with planning department practices.
  • General knowledge and understanding of County of Chester policies and procedures.

  • Office Suite (Word, Excel, PowerPoint, and Explorer), Outlook (Email and Calendar)
  • Adobe Creative Cloud (Adobe InDesign, Photoshop, Illustrator, Bridge)

Physical Demands

  • Frequently: walk, sit, drive a vehicle during working hours, and talk or hear.
  • Occasionally: stand, bend at the waist, climb stairs, lift or carry items, and work with office machines and equipment (computer, printers, stapler, filing cabinet).
  • Rarely: reach or work with arms above shoulders; kneel, stoop, crouch, or squat; climb or work on ladders; push items; twist or rotate at the waist; and smell strong odor from art supplies.
  • Special vision requirements: close vision, distance vision, color vision, depth perception, and ability to adjust focus for photography.

Work Environment

  • Noise level usually quiet to moderate.
  • Approximately 95% of the time inside; approximately 5% outside for photography in a variety of weather conditions.

Other: Ability to work extended hours and/or weekends as necessary, and a valid driver’s license is required.
